This popular, fast-paced, interactive program is designed to introduce participants to the theory and practical skills necessary to investigate allegations of employee misconduct in the public sector. Public sector workplace investigations involve procedural and substantive issues not present in other types of investigations. In this seminar, the presenters discuss the issues unique to public sector investigations, along with general investigative planning, interviewing and reporting techniques. Among other things, you will learn how to:
- Identify public sector issues,
- Give the proper notifications and admonishments,
- Conduct defensible interviews and follow-up interviews without violating state laws,
- Assess credibility,
- Arrive at a legally defensible decision, and
- Issue a report to meet the agency’s needs, including evaluating and incorporating documentation gathered during the investigative process.
Attendees will receive program materials with tips and templates to assist them in their investigations. The seminar runs from 9 am to 4 pm and includes continental breakfast and lunch. Space is limited so register early to secure your attendance.

Donna R. Evans is a California attorney who limits her practice to conducting workplace and Title IX campus investigations, training and consulting. Donna has conducted and managed over 150 workplace and campus-based investigations into allegations of Title IX violations and workplace discrimination, harassment, retaliation, violence, bullying, dishonesty, ethical and policy violations and whistleblowing. Donna leverages an extensive labor and employment and litigation with Director-level experience with a Fortune 200 company. Donna holds certificates as an investigator from the Association of Workplace Investigators (AWI) and the Association of Title IX Administrators (ATIXA). Donna has also received basic and advanced training from T9 Mastered/Training for Campus Investigators and the Trauma-Informed Sexual Assault Investigation and Adjudication Institute. Donna has served as a faculty member for the AWI 2016, 2017 and 2018 National Training Institutes. Donna is a renowned trainer and educator and has presented training to thousands of California employees on a variety of employment and leadership topics. She also teaches labor and employment law at California State University at Fullerton. Donna is a graduate of the University of Colorado and Western State University College of Law.
Donna Peter is currently the Director of Human Resources for the City of Santa Monica. She was previously the Director of Human Resources for the City of Manhattan Beach and has served as a human resources consultant to the City of Lynwood and Santa Monica City College. Ms. Peter received two Bachelor of Arts degrees from California State University, Chico and her MBA from California State University, Fresno. She has conducted numerous training sessions on a variety of workplace issues and has participated in roundtable discussions regarding various Human Resources topics. Ms. Peter has conducted internal investigations herself and has years of experience working with outside investigators.
